The permit route, not the assembly point
A city's risk manager underwrites the certificate against the route map filed with the permit application, not against the parade in the abstract. Every intersection the route crosses, every block that gets closed to through traffic, and every hour the closure runs is a line item the city's own liability exposure grows against, and it expects your policy to grow with it.
- Route map and closure schedule must match what the certificate covers
- Multi-jurisdiction routes (crossing from one municipality into another) can require two separate additional-insured endorsements
- A route amendment filed after the certificate is issued voids the match between permit and policy
